Overview

Raised when generation finishes without producing a briefing.

It travels the same path as any other generation failure so the run is
marked failed rather than ready: ready is what briefing_complete?
checks, so marking an empty briefing ready is what stops the next run
replacing it and leaves the rep with a blank page for the day.
